My elaboration on the instructions for enabling Private Messages otherwise known as PM
First if your browser supports tabs or more than one window " right click" is your friend. I suggest that you use that so that you can refer back to the instructions WHILE making the modifications to your own personal settings.
User CP is just to the left of FAQ
Then on the left side of the webpage you've got
"Your Control Panel" down past Networking under the sub-heading "Settings & Options" there's "edit avitar" then "edit signature" then "edit email" and finally "EDIT OPTIONS".
That's where it is but you've still got to scroll past "Login & Privacy" to "Messaging & Notification" there you have centered in the page "Receive Email" then "Default Thread Subscription Mode" and
FINALLY "Private Messaging"
That is where you check the box Enable Private Messaging...

Some more things you might want to check out while you're in the "User CP" screen enabling PM's

Click 'Edit Your Details', then fill out alittle about yourself (you can think of this as editing your profile - its all optional so fill out only what fields your comfortable with)
If you want a small picture below your name in posts, click 'Edit Avatar' (remember nudes/porn/etc is not allowed)

And when reading posts:
If you click someone's username, you'll see their profile (only if you are logged in)...
On that screen you can:
Send them a PM (if they have it enabled)
Or post a 'visitor message' - different from a PM - 'visitor messages' are public & will show on their profile (think more like a wall post)
Or send a friend request...
